Kliuyev: Switch to electronic document circulation to be next step in deregulation

Kyiv, November 18 (Ukraine General News) – A gradual transition from paper-based to electronic document circulation will be the next step in deregulating the economy and simplifying the lives of citizens and businesses, Ukrainian First Deputy Prime Minister and Economic Development and Trade Minister Andriy Kliuyev has said.

According to Kliuyev’s press service, as an example, he cited the existence in Ukraine of a large number of registers – from the register of property rights to the register of companies.

“In communicating with the state, business representatives and certain individuals are obliged to constantly receive all sorts of extracts, certificates, etc. The authorities should have access to all of these registers, and officials will themselves obtain all information. People should not spend their time going to institutions and standing in very long queues. If an official needs an extract for a particular case, he should enter a respective register from his own computer, print out the required information and attach it to the case,” Kliuyev said.

He also said that such a task had been set by the Ukrainian president, therefore, the drafting of a respective legislative framework was a priority for the government.

Kliuyev said that this also concerned procedures for starting and ending a business.
